Changes to the National Motor Freight Classification (NMFC) are set to take effect on July 19, 2025, that will fundamentally impact how freight is classified going forward.
Why are NMFC changes being implemented?
The changes being made aim to simplify and modernize the NMFC system, shifting the less-than-truckload industry away from commodity-based to density-based classifications, especially for items that do not have special handling, stowability, or liability concerns. The changes should help improve consistency and efficiency while reducing disputes.
New Density Scale
The current 11-tier system will be replaced by a revised 13-subprovision density scale. This update will allow for more accurate classification of freight based on density. The modification will introduce both class 50 and 55 to the NMFC density scale, potentially reducing rates for heavier and more compact shipments.
Consolidated Commodity Listings and Special Handling Indicators
The NMFTA is consolidating and updating approximately 2,000 commodity listings by combining similar commodities. This change should simplify the process of finding appropriate classifications by significantly reducing the number of NMFC items available.
Distinct flags will be implemented to specify freight that necessitates special handling, specific stowability considerations, or additional liability precautions. This modification seeks to enhance the transparency between shippers and carriers, ensuring that all parties are aware of any unique freight characteristics in advance.
Prepare Now
Because of the classification adjustments, it is advised that shippers review and update their shipping documentation accordingly. If your classifications are outdated, you could potentially experience unexpected freight charges, delays, and other issues, negatively impacting your supply chain.
Review Most Commonly Shipped LTL Items
Thoroughly review your current commodity classifications and compare them to the 2025 updates. Identify any commodities that may be impacted and ascertain whether adjustments to your freight classes are required.
The NMFTA's free Item Lookup Tool is available until July 19, 2025, allowing shippers to check LTL freight item numbers.
The tool helps verify numbers and allows shippers to see if commodities are reassigned, reclassified, or moved to a density-based model.
Update Systems and Documentation
Your systems will need to be updated to reflect new NMFC numbers and classes. Shippers should start capturing precise weights, dimensions, and densities for all shipments to ensure proper classification under the revised NMFC structure.
Adjust settings in carrier websites, TMS systems, or any platform where eBOLs are generated.
If your team manually completes BOLs, train shipping personnel to use the updated freight class to maintain compliance.
